As with all of us, I imagine there is a measure of personal responsibility, a measure of fate -- and a pinch of chance thrown in there.

There are factors beyond an individual person's control that can add up and put them in a situation where they are homeless. A young person my choose to leave their home because they are being abused--they have agency in choosing to leave a crappy situation, but they didn't ask for the crappy situation, you know? I think it's complicated.

It's a bad idea to entirely blame a homeless person for being homelessness--but people do that to justify refusing to help homeless people. Lame.
